First, make sure the Tile Game widget is open in your Dashboard. Then, use F12 to hide Dashboard and find the image you want to use in the Finder. Click on the image file and drag it (as if your we're moving or copying it) and while your mouse button is down, press F12 to bring up Dashboard again. Now, keep on dragging your image and drop it onto the Tile Game widget. It should automatically change to use your new picture.
This technique works for any widget that allows 'drag and drop' of files/images/etc.
